Javed Azam, MBA, MSc, P.G.

Managing Director

Mr. Azam has 25 years of management and technical experience in the environmental, geologic/geotechnical engineering, investment and development, and construction industries. He has worked in progressively responsible positions as Regional Director, President/CEO and demonstrated his technical, operations, business development and management skills, and played key roles for companies in generating more than $500 million. He facilitated the expansion of market share, increased revenue, reduced costs, and streamlined operations. He is a team leader and a team player with keen sense of partnership facilitation, client service and bottom-line.

He conducted and managed more than 300 projects associated with disaster identification, inventory and mitigation, environmental, geotechnical, and water resources development projects in more than 10 countries in Asia (Brunei, Malaysia, Pakistan, Philippines, Singapore, Thailand), Europe (France, Netherlands, Italy, Spain), and the USA. He pioneered the applications of remote sensing (air and satellite-borne) for the detection of ground and groundwater pollution, land use and infrastructure, and developed innovative techniques for the inventory and monitoring of environmental pollution and hazard risk assessment. He has worked on reservoir dams, tunnels, highways, hospitals, schools, universities and public projects. He conducted capacity enhancement, slope instability hazard & vulnerability assessments, soil and groundwater contamination (industrial, commercial, oil/gas & infrastructure development) projects for the public and private sector clients and donor agencies including the World Bank in Washington DC and Asian Development Bank (ADB) in Manila. He trained government officials and environmental professionals in the private industry and conducted outreach and cognizance of U.S. Government sponsored programs in Washington, DC, provided project/business expertise to senior management of environmental & energy companies, and served as a member of Expert Review Panel for the USAEP/USAID-NASDA Technology Fund. He facilitated the signing of MOU between a major environmental trade association in an emerging market and a leading U.S. trade agency.

Mr. Azam received MBA from the University of Texas at Arlington and MSc from the ITC/Delft University of Technology, Netherlands and published more than 10 scientific articles in international journals. He served on the technology committees of the City of Plano TX and City of Sierra Madre, CA. He is a licensed Professional Geologist (P.G.) in the state Texas, HazWoper Certified, and Certified Professional Geologist (CPG) with the American Institute of Professional Geologists (AIPG).

Barney Popkin, PhD, MSc, P.G., REA

Chief Consultant, Environmental, Disaster Prevention & Mitigation Specialist

Dr. Popkin has more than 30 years of demonstrated experience in environmental arena including investigation, assessment, regulations and management, health-related impact studies for infrastructure development projects, economic analysis of environmental impacts cost valuation of environmental natural resources deterioration, assessment of public health and disaster prevention and mitigation.

He completed over 70 major environmental assessments for agricultural, airports, harbours, bridges, roads, hospitals, housing, industrial parks, power plants, schools, solid waste, water and wastewater projects in Afghanistan, Egypt, Gaza/ West Bank, Indonesia, Iraq, Jordan, Lebanon, Maldives, Sri Lanka, Vietnam, and over 20 in the USA. He completed more than 150 projects in Asia, Middle East, Eastern Europe and Eurasia, Latin America and the Caribbean for the USAID, World Bank, others donor agencies and trained over 3,000 U.S., host-country staff and implementing partners in environmental engineering and management. His experience includes coordinating, design, implementation, management, monitoring, and evaluation of water, wastewater and sanitation, and solid-waste initiatives and emergency responses in Afghanistan, Eritrea, Haiti, India, Indonesia, Iraq, Jordan, Lebanon, Maldives, Pakistan (Kashmir), Philippines (Bicol, Mindanao), and Sri Lanka for the USACE, USAID and several others.

Dr. Popkin worked on water-systems and wastewater assessments and evaluated urban water-resources supply, quality, and management, and assessed urban and peri-urban water-distribution, flood-management, wastewater, and sanitation practices in Amman (Jordan), Cairo (Egypt), Damascus (Syria), Kabul (Afghanistan), Kathmandu (Nepal), 15 Indian States, Port-au-Prince (Haiti), Kosovo, and Sonora (Mexico) for ADB, FAO, USAID, U.S., Geological Survey. He explored and developed over 14 sustainable water supplies in the U.S., Asia, Middle East, Mexico, and Eritrea for municipalities, NGOs, USAID, World Bank, and quantified water resources and water budgets, discovered fresh groundwater supply, evaluated potential mega-watershed water supplies. He developed groundwater management plans to mitigate land-surface subsidence, designed and implemented watershed and roof-top water harvesting systems. He was also involved in remediation of contaminated water resources and water and wastewater treatment for reuse and evaluated effectiveness of wastewater treatment plants.

Dr. Popkin received his PhD in Soil and Water Sciences and MSc in Hydrology and Environmental Engineering from the University of Arizona. In addition to Hydrology/Groundwater Hydrology, Water Resources Management, Environmental Quality Act and National Environmental Quality Policy Act, Dr. Popkin completed programs in Sanitary Engineering at the Massachusetts Institute of Technology (MIT) and Chemical Engineering at Stanford University. He has certifications in Integrated Solid Waste, and Hazardous Materials Management from UC Berkeley. He is a registered Geologist and Environmental Assessor in the state of California, AIPG Certified Professional Geologist, California/EPA Asbestos Inspector and Management Planner, and OSHA Hazardous Waste Site Operator & Supervisor. Dr. Popkin lectured at many universities including the San Francisco State University, University of Arizona and Asia-Pacific University in Vancouver, and has published more than 100 technical articles in professional journals and proceedings.


Arum Kandiah, PhD, MSc

Chief Consultant, Water Resources Development & Management Specialist

Dr. Kandiah has more than 30 years of international experience in water resources management including policy, institutions, development and management. He held senior level positions with the United Nation’s Food and Agriculture Organization (UN-FAO) in water resources development and management and served as leader in water quality management, sustainable water development and water technology research. His specific areas of expertise include, policy studies and formulation in development, agriculture and water management; identification, preparation, appraisal and evaluation of investment projects; modernization of agriculture with special reference to irrigation & drainage projects; water quality management including saline and wastewater reuse. His capacity building expertise in agriculture and water resources sectors including curriculum development and specialized training is of particular value in developing countries.

Dr. Kandiah has been a leading consultant to the United Nation Development Program and Global Environmental Facility in sustainable land management and institutional capacity building in the water sector. As Manager of an International Program on Technology Research in Irrigation and Drainage, he developed and implemented research programs in irrigation and drainage in China, India, Egypt, and Mexico.


Dr. Kandiah holds PhD in Water Resources Engineering and MS in Irrigation from the University of California at Davis and BS in Agricultural Sciences from the University of Ceylon. He has visited and conducted projects in more than 45 countries. He has published more than 35 articles in professional journals and proceedings, and delivered numerous presentations at international, regional and national industry symposiums and workshops. Dr. Kandiah served as Member of the Editorial Board, Water Resources, United Nations Journal on Water Resources published by John Wiley and Sons, New York, USA and Member of the Editorial Board, Irrigation and Drainage, ICID Journal, published by John Wiley and Son, London, UK.

Ben Berriche, PhD, MBA, MBB

Principal Consultant, Lean & Six Sigma Training Specialist

Dr. Berriche has over 20 years of demonstrated experience in quality, reliability, design, R&D, materials science, engineering management, teaching and professional training. He held senior positions with reputable organizations in the electronic, semiconductor and energy sectors and served as Head of Engineering, Quality and Reliability Assurance Director. He has conducted more than 400 Lean & Six Sigma training & consulting projects for the private and public sector clients and provided recommendations pertinent to production enhancement and process improvement that resulted in $200 million in cost reduction. He was selected by the Massachusetts Institute of Technology (MIT) to teach graduate Materials Science and Engineering courses in select emerging markets of Asia. He worked as a research scientist at IBM Almaden Research Center, the University of Minnesota, and the National Research Council.  

Dr. Berriche holds a PhD in Materials Science and Engineering from Northwestern University, MS in Engineering Management (Industrial Engineering) from the University of Ottawa, MBA from the University of Texas at Arlington, and BS in Mechanical Engineering from the University of Rochester. He is a Certified Master Black Belt (MBB) in Lean Six Sigma, Certified ISO-9001 Lead Auditor, and Certified Safety Lead Auditor. He has published more than 30 articles in professional journals and proceedings, and delivered more than 100 presentations at industry conferences.

Roobila Naz, M.D.

Principal Consultant, Healthcare Specialist

Dr. Naz has more than 15 years of diversified experience in the healthcare industry. She is team player with keen sense of patient care and hands-on experience on key supervisory and academic positions. She has strong communication, management and leadership skills, and extensive patient care expertise that spans from serving medically complicated geriatric patients to providing patient care in perioperative duration including preoperative clearance of surgical patients, their postoperative course and subsequent rehabilitation. She managed diverse and complex patient population at major Health & Hospital Systems in the U.S., and Asia and performed multiple bedside procedures, and helped implement effective management strategies. She supervised and trained medical graduates and resident physicians and provided mentorship to internal medicine residents in training.

In her capacity as Medical Director, she provided patient care, quality assurance, guidelines, and policies for evidence based operations. She developed and implemented training and practice guidelines in securing ISO-9000 certification. In addition, she developed and implemented trauma protocol in a tertiary care referral 500-bed hospital with state-of-the-art care facilities serving over 35,000 patients per year. She served as faculty Member, Emergency Medicine Section, Agha Khan University Hospital, Karachi and Assistant Professor of Medicine, South Western Medical Center, University of Texas (UT-SWMC) at Dallas, Texas.

Dr. Naz completed her residency at Cook County Hospital, in Chicago, Illinois. She is a Diplomate of the American Board of Internal Medicine (ABIM) and is licensed in the state of Texas and California.

Venu Kandiah, MS, P.E.

Senior Consultant, Water Resources Development Specialist

Mr. Kandiah has 15 years of experience in diversified fields of civil engineering. He has worked on a variety of water, wastewater, and storm water projects. His experience includes engineering design, technical calculation, construction drawing preparation, specifications and technical report preparation. He has extensive experience in hydraulic modeling in all aspects of the urban water cycle and is proficient in various hydraulic and hydrologic modeling packages, CAD and GIS packages used in the industry.

Mr. Kandiah holds MS in Earth System Science and BS in Civil Engineering from the University of California, Irvine and MS in Civil Engineering from the University of California, Berkeley. He is a licensed Civil Engineer in the state of California and the state of Washington.

Ms. Ashifa Riaz

Advisory Consultant

Ms. Riaz has more than 20 years of experience in leading teams for development with focus on gender equality issues. In her capacity as member of Provincial Assembly of the Punjab and Minister for Women Development, she played key legislative roles in fighting for human rights in general and women rights in particular. Her leadership role and tenacity in ensuring that gender and community perspectives are incorporated in the formulation of policies and plans as well as in the implementation of programs. She has been a strong voice for development and human rights, and instills positive values among the people by working with government agencies, private sector and NGO's. Ms. Riaz earned her BA in Social Sciences, attended and chaired many conferences and committees associated with development issues.
